ONE PROVINCE ONE RATE

Resolution requiring implementation and enforcement of One RATE, ONE PROVINCE POLICY as mandated by NTC Memorandum Circular No. 14-7-2000 to Public Telecommunication Entities concern

WHEREAS, pursuant to the provision of the NTC Memorandum Circular No. 1-4-7-2000 entitled, “Implementing Rules and Regulations (IRR) for the inter connection of Authorized Public Telecommunications Entities (PTE).” Are mandated to implement uniformity and applicability by PTE’s within the zone and outside the zone of the local calling ( Service) area;

WHEREAS, the adoption of the Memorandum Circular No. 1-4-7-2000 is long overdue for enforcement and implementation by Public Telecommunication Entities operating in the subject area since its approval for implementation last February 21, 2000;

WHEREAS, the application of the Local Calling Service area have been defined by NTC Memorandum Circular which is, “ the present areas forming part of the numbering plan “47” is considered as the local calling service area. The subject area comprises SBMA, Olongapo City and all local towns in the province of Zambales;

WHEREAS, the implementation of the toll free calls in the subject area would directly benefit more or less 30,000 telephone lines subscribers; with multiplier beneficial effect in social, economic and development activities, since the accessibility and affordable telecommunications is with-in their finger tips;

NOW THEREFORE, . . . . .

RESOLVED FURTHER, that copies of this resolution be furnished to Sanguniang Panlalawigan of Zambales and all Sangguniang Pambayan at Provice of Zambales for their information and support.

Early this year, the National Telecommunications Commission (NTC) called the attention of Piltel on an earlier directive involving the installation of interconnect facilities with BayanTel.

“It is understood that BayanTel will advance the cost of the facilities and the half of the cost will be reimbursed by Piltel to BayanTel pursuant to article IX, section 30 of the NTC MC14-7-2000,” NTC Commissioner Armi Jane Borje said.
